In order to avoid any similar disputes at Yaumati the draftsman of the Harbour of Refuge Bill advisedly inserted words limiting claims to front Section holders, and the bill passed in that form without opposition.

44. To reply to the Statements and arguments in Messrs.Deacon, Looker & Deacon's letter to the Secretary of State seriatim
Paragraph 3. The letter referred to was received on
the day the bill was passed: the Attorney General
and Crown Solicitor considered it and advised that
as the Governor had already considered and decided against the contentions put forward in the letter, it
was unnecessary to delay the Bill. The letter was
replied to on 18th March 1911.
